I had the same thing a few weeks ago.  Turns out they had installed
something that enable a routing service.  Disabling the service fixed it for
me.

I have a user who keeps getting an 'You have IP forwarding enabled on this
system.  Disable it and restart SecuRemote" message when the client starts.
I have verified in regedit that the IPEnableRouter key is set to 0.  Still
the same error, thus no working VPN connection.

What am I missing?  What do I need to do to get IP forwarding disabled on
this XP machine?  My local PC support folks don't have any other ideas.
