I would check a couple of things.
1. As a generally good practice, I would have the Exchange admin lock exchange
to a particular port. I.e. it wants to use any ephemeral port above 1024.

Editing the registry will allow you to specify just 2 ports that it will always
use and allow you to tighten up your security on the firewall.
2. Often Outlook/Exchange slowness is due to MTU size issues. This occurs
often with the use of VPN's and may be contributing to your problem.

The rule, to access to the Exchange server is
MSExchange(DCE:MSExchangeDirRef/ MSExchangeDSNSPI/ MSExchangeIS)/
NBT(UDP:nbdatagram/ nbname, TCP:nbsession)/TCP135 and TCP over 1024,
services are allowed.
Do I need to add more service to clear the issue?
