it sounds like the routers on either side don't know the firewall is
the next multicast hop
if you run MRouteD on the firewall you can forward DVMRP routing
updates between the inner and outer devices.
if you're seeing unicast hit the firewall, the router/switch setup
isn't even trying to forward the multicast through the firewall.
