[FW-1] HTTP worm catcher (SmartDefense)

FW : FW-1 NG FP3 HF1 (Single Gateway)
OS : WinNT SP6a

I have problem when I activate HTTP Worm Catcher in SmartDefense. I got error 
message when I install security policy :

" Load on module failed-no memory "

I didn't get the error message, if I deactivate HTTP Worm Catcher....
Can somebody help me ?
