You need the following ports:
264/TCP for the Topology download
500/UDP for IKE
50/IP (ESP packets)
51/IP (AH packets)
2746/UDP for Nat traversal (if any NAT device in the path)
18207/TCP (before NG) or 18231/TCP for policy server logon
There can be more ports, but cannot check right now. Will send you more
later, if it is not working.
