I tried the kill -HUP and it did not work. CPSTOP CPSTART did not work
either on Provider-1, had to use MDSSTOP MDSSTART

we had the same in our NG R54 setup on solaris 9, it seems that the fwm
proces doesn't dynamicaly adjust for the Daylight Saving change, cpstop,
cpstart on the management server did the trick for us. This is no problem if
you have separate management, but if module and management is on one
system....
Maybe kill -HUP <<fwm pid>> works also....? Does anyone know?
