The problem is also present on local interface on the Gui.
It seem to be a frequent issue but in most case, we access to smartdashboard
with a remote station directly,
and no one have try to resolve it ...

U are probably using the NG GUI over a microsoft trerminal session, and not
directly,
This can cause display / refresh smears as u describe.
Work with the latest FP3 gui drectly , not through a MS terminal services
client
