Not sure if it would help... last week I had a similar problem trying to
remove a user, and my GUI would complain for not being able to remove object
references. Since users are referenced only in groups, I added that user to
my groups, pushed the policy, removed the user from the groups, pushed
policy again, then I was able to delete the user without errors.

In other words, I had to fix references "by hand". I think the cause was the
object database that I imported during an upgrade process some weeks before:
maybe the export-import process left some dead behind...
