[FW-1] Licensing Issues using VRRP - Management Station

Hello,
 I am having oodles of trouble trying to get my two Nokia's licensed.  I am
not sure I fully understand the licensing of Checkpoint products.  I have
one firewall which seems to be my management server, therefor I am not
allowed to add it to the cluster.  What is a management station? Can it be a
windows 2000 box? How do I get both FW in the gateway cluster?
