You need to have two gateway licenses and one management station license.
These licenses need to be installed on separate machines. Management
servers (or SmartCenters) cannot be clustered in the same way as gateways
(or firewalls). To enable a management HA scenario, you would need two
identical SmartCenter Licenses and a Management-HA license.
