Did you declare your gui IP address to the management ??
I can't remember if the default filter blocks all access, so you can try
on the win2k enforcement + management the following command :
fw unloadlocal (or fw unload localhost).

This will unload the default filter if installed.

Try to connect to your enforcement afterwards.
