[FW-1] ISP Redundancy

I have ISP Redundancy configured on my FW, I use one DSL line with Cisco
Router and another one with PPPOE DSL Modem. I use Load Sharing
configuration.
The status of my both connections is ok, but I see that all the traffics
goes via my first connection and no traffic goes to my second modem.
When I power off my router on the first line all the traffic goes to the
second line, but when I power on the router again all the traffic goes
there and my second line "dies" again.
Also if I switch my firewall to Primary/Backup configuration and setup
my second line as primary it works fine.
 
Any ideas how can I make this two lines work together ?
