Is this a standalone or distributed installation?
Per the release notes for R55W

11) Since QoS, UserAuthority Server and UserAuthority WebAccess are not
supported on a R55W standalone configuration, make sure that you do not
check these in the Products List of the standalone object in
SmartDashboard.
There is no mention if it is a factor when running in Distributed mode.
Does anyone know, as I would love to find out.
