Not sure but you could try upgrading the management with hot fix 13,  might 
flush the file....
It will also get rid of some other bugs and enhance the firewalls security

After proceeding the last smartdefense update (2005/03/25), I can't install

I tried to delete the updates.def file, but as soon as the cp deamon
restarts the file is autogenerated. Does anyone know how to get rid of this
problem ?

My management server runs on Windows 2003 Server, NG w/ AI R55_HF04, and my
gateway runs on Nokia IP350, IPSO 3.7.1, NG w/ AI R55_HF02
