[FW-1] licdb_add_license: Warning when pushing policy

licdb_add_license: there is not macros table with the
name:MGMT_HA

pair of IP-530's running IPSO 3.7 R55 HFA 8

we have 4 CMA's and we are only getting this error on
one of them.

Any Ideas are welcome.
