I believe the export_upgrade is for the smartcenter, the firewall modules
don't need to use this tool. There are no objects, rules or users to export
from the modules. Everything is on the smarcenter server.

I didn't have to download anything.
There's an executable called "upgrade_export" under $FWDIR/bin/upgrade_tools
(/opt/CPfw1-R55/bin/upgrade_tools) that I used.
The option to export the config is also available after you do "sysconfig".
