[FW-1] How do I block MSN Messenger file transfer?

Hi, 
I need to allow MSN messenger to some users so I'm testing a ruleset
allowing MSN_Messenger_1863_UDP, MSN_Messenger_5190 and another rule
before that denies access to msn_file_transfer.
I still can receive or send files using this IM.
Is there anything more I can do to block file transfers? In SmartDefense
I have selected "Optimised Protocol Enforcement", I also tried "Strict
Protocol Enforcement" but nothing changed.

Any idea?
