When enabling monitor firewall state if cpstop is issued or any other
command that drops the policy (fw unload) and such the vrrp will fail to
the other box.

You can even set the timeout of the failover I suggest you read the
implementation guide of nokia regarding VRRP

Vrrp is n/w based and not application based. It will fail only if one of
the interfaces goes down on the primary box....
Cpstop will not force a failover
