Hi here is an article explain how IPSO manages memory.
Hope that helps

Resolution 17810: Why does memory utilization stay high even if there's no
load on the system?

Why does memory utilization stay high even if there's no load on the system?
Product Line:

IPSO (Operating System)
Category:

System Monitoring
Version:

Date Modified:

10/16/2005

Description:

In Voyager, the memory utilization keeps increasing. It may continue to
stay at high levels (90-95%) although the firewall is no longer under heavy
load.

Solution:

This is a normal behaviour in UNIX-type systems such as IPSO. The operating
system will hold data in memory until the memory is required for another
purpose. At that time, the operating system will purge the parts of memory
not currently in use and make it available for the appropriate purpose.

I've looked through the archives, and didn't see an answer to this
question... so I thought I'd ask the experts.

We recently upgraded our 512MB IP350 from NG to NGX R61. In so doing,
the memory utilization went through the roof, from a maximum of MAYbe
70% memory utilization to now NEVER being LESS than 95% memory
utilization.

We have pretty low traffic levels (typically less than 10% CPU
utilization), and no more than three or four SecuRemote VPN users at a
time, so I was shocked at the difference.

My question: Given that we've maxed out the box (with 512MB) is the high
memory utilization anything we should be concerned about? Or is the
memory utilization we're seeing just attributable to memory caching?

I'd hate to swap my IP350 out to an IP380 just to be able to load it
with more memory...

Config Details:

IP350
IPSO 4.0
NGX R61
512MB memory
Plenty of swap space available (15% in use)

Many thanks,

Peter
