[FW-1] Quick load balancing on IPSO cluster in forwarding mode

- NGX R61

Rebooting a node in an IPSO cluster (IP forwarding mode), leads
to the remaining system taking all the load (obviously).

But once the other member is alive again it can take 'days' before
load is evenly spread again among the 2 nodes (SmartView Monitor stats).

Is there a way to quicken up this process ?
