According to me this is not possible.
If the slow link is really slow I would choose HA instead of load
balancing and apply qos on the "fast" link for outgoing smtp.
Incoming smtp can be routed through the slow link if you play with the
dns records.

Reading the documentation for ISP Redundancy on NGx, I
understand that the connections are load balanced but
there's no way to be specific about what goes where.
Is that correct?
