I had a similar issue just upgrading from R60 HFA3 to HFA4 on the
SmartCenter itself. In my case I just ran cprid start on my firewalls
and everything was good again.

Hi all,
Just an update. I went ahead and upgraded the smartcenter from R60 to
62. That went pretty smoothly. But after the upgrade I kept getting a
communication error between one of the firewalls (R60) and the new
SmartUpdate when I tried to Get Gateway Data or Pre-Install Verifier.
The error was:
Unable to connect. Make sure that: the network connection is up, trust
is established, and cprid connections are allowed
SIC was fine and I could still push the policy. Checked to make sure
CPRIP is running and even reset SIC. I ended up uninstalling R60,
cleaning it and rebuilding the gateway as R62, which is not a big deal.
Now everything looks to be in order.
