I discovered my issue; web server was checked for some host nodes

Subject: [FW-1] ngx policy install failing
Anyone seen the error below when trying to install a policy? This
happened after upgrading from r55-hfa-18 to r60-hfa-04. An fw stat does
show however that the policy did install. I have tried to cpclean and
import an export but still get the errors.
