Actually, the older licenses need to be licensed to the Policy Server (which
usually is the
Enforcement Module). Like Gary said, the NGX versions should be licensed to the
SmartCenter Server.

This depends. If you are running r55 then the VSC lic goes on the
enforcement point. With NGX it goes on the smart center server. Checkout
