Actually, the older licenses need to be licensed to the Policy Server (which
usually is the
Enforcement Module). Like Gary said, the NGX versions should be licensed to the
SmartCenter Server.
This is the actual message from the suercenter licensing page (tried
right now to centrally license 25 secure clients NGX):
Error: This license can only be installed as a local license. Please
select the "Local" option from the "Type of license" pull down menu.

The customer runs NGX R61.
so as I said, either something is wrong with the usercenter site or the
sk you mentioned has wrong/outdated info.
