What you want to do is license it locally (don't use the Central licensing
method), but license it to
the SmartCenter Server's IP address.

This is the actual message from the suercenter licensing page (tried
right now to centrally license 25 secure clients NGX):
Error: This license can only be installed as a local license. Please
select the "Local" option from the "Type of license" pull down menu.

so as I said, either something is wrong with the usercenter site or the
sk you mentioned has wrong/outdated info.
