[FW-1] Port 18211 not listening paradox

Hi,

I have a Nokia VRRP setup along with windows management server ...SIC is
established and communicating and no rule blocks communication between these
objects ...even though  i am able to test SIC often ...im unable to telnet
to port 18211 from MM to FM neither is 18211 found to be listening or estb
on the individual modules

Can anyone help me understand this discrepancy
