I found the same issue when I upgraded from R60 to R65.
In our case, the problem was solved when we deleted a network object
which had the same name as a TCP service (BGP).
We have had a warning during the test stage of the migration noticing
this problem, and we solved it, but it seems that during the migration
something went wrong and it came back to the object database... Did you
get some error of this kind during your migration?
Check that you don't have any object with the same name.
