They do except that they apparently don't block any traffic. How would
you propose creating a deny entry for only this one port - it appears
to be where we're not "getting it".
A guess:
create access-mask deny_mask ports dest-ip /0
create access-list deny deny_mask dest-ip *.*.*.* /0 port 1 deny
