What about putting in a cron entry to move in a new set of filter
rules at midnight, and then back to the old one at 1am?  Or maybe just
shut down the web server during this period?  Or move in a static web
page saying "down for maintenance until 1am mountain time"?  There are
loads of ways to do this and using ipf may not be the best way.
