When an empty set of plugins is provided to nessusd (or not set is  
provided at all), it will assume that the end-user actually wants a  
full scan. This is a remain from a distant past.
Nessus 3.0.5 and 2.2.10 won't exhibit this behavior -- they will only  
perform a full scan if no plugin set is provided at all.
