No, the plugin was removed from the plugin feed rather than zero'd out. However, if you were to run uninstall-nessus, such as when upgrading to a new version, all plugins would be removed.

Any explanation to help clarify that process is appreciated so I can fully understand the processes which might allow the vendor to be using a plugin pulled 2 years ago....

The plugin was removed shortly before October 2005 so it's not quite 2 years ago.

You should really be talking with the service provider about this. There are a number of possible explanations, not all of which are "bad".
