What does nessusd.message have to say about antivirus_installed.nasl 
when you submit a scan? Are the necessary dependencies are being 
launched too?
What about reconfiguring the clients / server to support plaintext 
communications and see what's being passed back and forth by your Perl 
script versus a client?

Typically, it's set on the server side, in nessusd.conf. I don't think 
there's a way to do it in Windows client or GUI, short of editing the 
config file, but I'm sure someone will jump right in if I'm wrong. :-)
