NESSUS:: Port scanner & Services Plugins needs to be used together?

Can I understand that port scanner (plugins) are to be used in conjunction 
with Services plugins?
In other words, both port scanner and the service detection (family) plugins 
should be enabled at the same time when performing a scan - else it would 
not make sense to enable either one and disabling the other.
