Hi Michael, I had the same issue. I was finally able to use it by unistalling
and intalling it several times until the adapter showed up. I know it's a crap
tip but it worked in the end

I'm seeing strange problems installing the NS-Remote Client.
Installation works fine except for one point, the VA Adapter is not
beeing installed after finishing the installation and rebooting. During
the installation the installer says that the drivers for the VA adapter
are installed fine but no additional (virtual) adapter shows up in the
network connections.
I can reproduce this behavior under Win XP with SP2 on IBM notebooks
with Broadcom NetXtreme NICs but also on an old standard PC with 3COM
Etherlink XL NIC running on Win 2K.
Without the VA adapter I can setup and establish IPSec connections but
am not able to uses them without the virtual interface.
(As always) the Juniper KB doesn't have any hint on this issue.
Any ideas are highly welcome!
