A walk of NETSCREEN-VPN-MON-MIB::nsVpnMonP2State will tell you which
security associations are active.

If there is a tunnel interface associated with each tunnel you could
walk NETSCREEN-INTERFACE-MIB::nsIfStatus for which interfaces are up.
