  I fixed the vibration problem.  I replaced the Nidec fans in the 3Y 
PS with a pair of Sunon "MagLev" fans.  Sunon's advertising seems to 
have some substance -- their balance is significantly better.  The 
thing still whines like, well, a couple 10,000RPM fans, but it 
doesn't try to walk the table around the room.  The old ones vibrated 
badly enough to create a buzz in the chassis -- it wasn't the handle, 
so I think they worked the power supply itself loose enough to buzz.  
We'll see if the quiet lasts.
  The Nidecs have a locked rotor alarm rather than a tach output, so 
I ended up cheesily defeating them with a 100 Ohm resistor to ground 
(about .6mA flows through it).  Two fan failures are the least of my 
worries, and if I'd designed the thing I'd've used a real fan 
controller with tach and temp inputs.
