I do have Rh9 and I use the CPAN Method for it

#perl -MCPAN -eshell
In case this is your first time it will ask for some options.
...
Then at the CPAN prompt :
cpan[1]> install Mail::SpamAssassin

Pretty same irrespective of any OS.
