What you want to do is not (easly) possible, and even if you could do it,
you would still not be able to solve your problem completly due to the way
email works. A user could still send 100 mails, using one connection for
every mail. Or send mail using a sender-address from a different domain. Or
...
Simpler solutions are:
in a company environment: make it a policy not to send mail to
all other employees at once. Those who still do will be fired.
If it is at an ISP: terminate the contract of offending users.
Or do nothing at all.
