tcp and rules files

I have just installed qmail-ldap according to the step-by-step instructions at
http://www.qmail-ldap.org/wiki/Installation_Guide. I have several tcp files in
/service/smtpd/tcp and /service/pop3d/tcp

and I wonder are there any differences between those files and
/var/qmail/control/qmail-smtpd.rules and /var/qmail/control/qmail-pop3d.rules ?

Do I need both sets?
