From your filter script I do not see where you are sending back a message to the sender to say they have sent spam. Have you set deliverymode to nolocal? Also, do you really want to do this? Why send a message back to (most likely) an address that does not exist?
Another thing you may need to think of which is not related is quotas. How are you managing your user's quota? It looks to me that maildrop delivery will not update maildirsize.
