Yes.  It's useless for delivering email to properly configured hosts.

But let's say it existed.  Your technique for blocking spam is a
FUSSP.  You're assuming that spammers will not change their methods
once they are seen to fail.  Their rule?  "Three MX records means: try
the middle one first."  All your efforts will be for naught.
