Just for the record, we've been using throttling very successfully (it
stops over half of the spam heading our way), for over two years, and
didn't get a *single* complaint of legitimate mail being delayed until
about two months ago when we tightened up the rules. That started causing
occasional complaints, so we identified which rule was causing the problem
and loosened it up. We're now watching the situation to see if it has been
sufficiently addressed.

and qmail in particular.
Yes, I know that. But you don't know squat about how our throttling works,
because you never bothered to ask. But that didn't stop you from rendering
an unflattering opinion about it, based on your own assumption that you
must know everything about it and that we couldn't possibly be doing
something you haven't thought of.
