If you want to open relay to users that identify themselves using the MAIL command, I think it's the worst thing you can do (but I hope it is not the case). If you want to open relay to users that identify themselves using the AUTH command, you can open relay for per-domain basis using an appropriate checkpasswd program. I do this using vpopmail and defining domain rules in conjunction with vchkpw (I open relay only for authenticated users of certain domains, not for all - they however require to auth first).
