As a workaround, specify the actual path to your queue directory as the first
non-option argument to queue_repair.  It has *always* supported this, i.e.:

  queue_repair.py /var/spool/mail

It would.  queue-repair needs a rewrite and a lot of other features as well,
but it's not high on my priority list, as my queue doesn't get corrupted very
often...  I haven't used queue-repair on my own machines in five years or
more.
