This is not the standard qmail behavior (it keeps track of each recipient
and doesn't resend emails multiple times), so I can point you to check if
you've your queue corrupted (but it should not cause a permanent problem),
or maybe some of your patches does something wrong.

First of all, try to recreate che situation. Send an email message to
you email and to a non-exsistent email (so it will be bounced), then
check you queue and logs for more info.
