Those three pkgs exist in the developer software group called SUNWCprog.

By default, the cluster that's installed by JumpStart is the end-user
software group called SUNWCuser.
>From less to more comprehensive, they are;
Core SUNWCreq
End user SUNWCuser
Developer SUNWCprog
Entire SUNWCall
Entire plus OEM support SUNWCXall

The OS administrator may have installed a less comprehensive group this
time around.
