Probably this  is unattainable because  qmail is  not really a  one size
fits all MTA (or rather, nobody needs all the same features from qmail).
Many people  have different needs;  which is  likely one of  the reasons
qmail is still a  contender for MTAs. Instead, it might  be easier for a
given admin  to just learn CVS  and make their own  repository for their
needs (or use RCS  if they don't necessarily need CVS).  I used to apply
the patches I needed for my installations by hand. Lately I have finally
broken down and  just setup my own repository with  those things I need.
Then it is much  easier to add to the base of what  I have already setup
if  and when  it  is needed;  I  can even  have  different branches  for
different things. This solution is akin to teaching a man to fish. :-0
