Yes, the adresses are already binded.
Now, why?
Perhaps the old instance is not already shutted down, or there are some
other processes running.
Try to figure out which process binds the port using something like netstat,
lsof or fuser, and then think what you can do :)

There are no other processes running in that ports.
It's really wiered...
