If you're referring to the date recorded in the Received: trace headers qmail
adds, that's as it should be; it's significantly easier to diagnose delays in
email when all such timestamps are recorded in GMT.

MUAs shouldn't be parsing Received: headers for timestamps at all, but if they
insist on doing so, they should at least be able to understand differing time
zones.
